Paul was born November 17, 1952 in Spring Valley, IL, the son of W. Gordon and Leda (Askren) Maddy. He was educated in Sheffield area schools and graduated from Western High School in 1972. Paul served in the U.S. Marines in Okinawa, Japan from 1974 to 1976. He had worked as a truck driver for Air Products in LaSalle prior to his spinal cord injury in 1980.
Paul was a member of the American Legion and the Paralyzed Veterans of America. He had been a board member of the Northeast Illinois Center for Independent Living and was the board president from July 1995 to mid 2001. He was a faithful listener of James McDonald and John Hagee on radio and television. Paul was a man of strong faith and a staunch Republican.
